The Opportunity

We are seeking a mission-driven Project Manager to lead EF's engagement with Rwanda's pre-service teacher education ecosystem, including Teacher Training Colleges (TTCs), the University of Rwanda College of Education (UR-CE), and the University of Rwanda Centre for Language Enhancement (UR-CLE).

This role will drive efforts to strengthen English language proficiency, enhance pre-service teacher education curricula, build faculty and instructor capacity, and foster immersive English learning environments for future teachers. Working closely with institutional leaders, faculty, government stakeholders, and EF academic teams, you will help ensure that Rwanda's next generation of teachers enters the workforce with the language, pedagogical, and professional skills needed to deliver high-quality education.

This is a highly collaborative, field-based role with national impact, focused on strengthening systems, building sustainable institutional capacity, and supporting long-term education transformation.

The Ideal Candidate

You are passionate about teacher education and educational systems strengthening. You are comfortable working within higher education and teacher-training institutions and understand curriculum development, faculty engagement, and institutional change processes.

You excel at building trusted relationships with academic leaders and government stakeholders, facilitating collaboration across diverse groups, and translating strategy into practical implementation. You are equally comfortable leading workshops, supporting faculty development, visiting campuses, and managing complex programs with multiple partners.

You are motivated by sustainable impact, continuous improvement, and creating lasting capacity within public institutions.

KEY RESPONSIBILITIES


Institutional Partnership & Program Leadership

  • Serve as EF's primary focal point for engagement with TTCs, UR-CE, and UR-CLE.
  • Lead planning, implementation, coordination, and follow-up of all pre-service teacher education activities.
  • Ensure alignment with national education priorities and EF's academic standards.

Curriculum Enhancement & Academic Collaboration

  • Lead curriculum reviews and needs assessments to identify English proficiency and pedagogical gaps.
  • Coordinate and facilitate curriculum design workshops with EF academic teams, faculty, and instructors.
  • Support the integration of Communicative Language Teaching (CLT), Task-Based Language Teaching (TBLT), and immersive English learning approaches into pre-service programs.

Faculty & Instructor Capacity Building

  • Coordinate English proficiency development programs up to C1 level for faculty and language instructors.
  • Facilitate teaching-skills masterclasses and professional development initiatives that strengthen curriculum delivery and instructional quality.
  • Support the development of sustainable Communities of Practice among instructors and faculty.


English Learning Environment & Student Engagement

  • Lead the establishment and strengthening of English Clubs and student Communities of Practice across TTCs and UR-CE.
  • Promote immersive, peer-driven English learning environments beyond formal coursework.
  • Work with faculty and EF support teams to improve learner engagement, progression, and academic success.

Field Support & Institutional Strengthening

  • Conduct regular site visits to support implementation quality, troubleshoot challenges, and strengthen institutional ownership.
  • Promote sustainable systems and practices that strengthen the long-term capacity of teacher-training institutions.

Safeguarding & Inclusion

  • Uphold EF's safeguarding standards and ensure all activities promote inclusive, equitable, and respectful learning environments.

Skills & Experience We Are Looking For

  • Minimum six (6) years of professional experience in education, higher education, teacher education, institutional capacity building, or complex program management.
  • Demonstrated experience working with universities, teacher training institutions, or education sector stakeholders, with a strong understanding of academic systems and institutional change processes.
  • Experience leading curriculum review, curriculum enhancement, faculty development, or education quality improvement initiatives.
  • Strong understanding of English language education, teacher professional development, and learner-centred pedagogical approaches. Familiarity with Communicative Language Teaching (CLT) and Task-Based Language Teaching (TBLT) is an advantage.
  • Proven ability to build and manage relationships with senior academic leaders, faculty, government stakeholders, and implementing partners.
  • Excellent facilitation, communication, and stakeholder engagement skills, with experience leading workshops, trainings, and collaborative planning processes.
  • Strong analytical, problem-solving, and project management skills, with the ability to translate insights into practical recommendations and action plans.
  • Experience monitoring program implementation, tracking results, and contributing to learning, reporting, and continuous improvement processes.
  • Full professional fluency in English and Kinyarwanda, both written and spoken.
  • Master's degree in education, Linguistics, Teacher Education, Educational Leadership, Social Sciences, or a related field required.
  • Experience managing donor-funded, government-funded, or large-scale education programs is highly desirable.
  • Project management certification or formal training in program management is an advantage.
